I would say.. from the month of September to February would be an apt time.
The weather is just from fine to really good down till January then if you are lucky then in the month of December and January you could see and experience rain, thunderstorm and lightning in this part of the region as well.
During this time, The Dubai Shopping Festival would also be there; which means you could get really good stuff for a cheaper rate. Gold, electronics, and other commodity goods’ prices would also fall, and things would be on sale and discount. So technically you should come down.
All the sightseeing and tourist places would also be possible to visit during this time because the weather and atmosphere would be perfect and suitable for you.
Do plan your course and stay beforehand. (at least 1.5 - 2 months earlier because there are chances you would get a much lesser/cheaper rate)God Bless You, Have a great time in Dubai

The BEST Time to Visit Dubai is during your Christmas Holidays. We visited Dubai last December from 22nd December to 29th December from India. We were able to almost cover all the “Economical” spots.
We started from Bangalore and we booked almost a month ago from our Journey date and it cost per head 24k for a round trip. The flight was a non-stop flight and we could reach Dubai the same night.
Regarding VISA, you have to apply online and it takes 3–5 working days for processing and it will cost you 6k per head. if you have booked your flight, you can apply for the visa on the same day, as you already know the Journey date. If you hold US Visa, you can get a visa on arrival and that would cost around 3k provided your passport should is valid for at least six months on the day you arrive in Dubai. but we did not want to take risks as we landed in Dubai on Thursday and Friday and Saturday is business off in Dubai.
Since now, you got your tickets and VISA, there are a few prerequisites. You need to carry enough cash in Hand and change it upfront whenever the transfer rate is low. If you carry an International Credit/Debit card, that is also fine. But I am not sure about the additional charges. So we carried cash in Hand.
Additional Info: Dubai is very well connected with Public Transport inside the City. With Both Metro and Buses. You have to buy an NOL CARD. It can be used in Metro, Tram, Boat, and Taxis The card is used globally in Dubai for all modes of transport.
